How odd.  Since it works for Sacha's cvs Emacs, I can only assume that
it must either be your particular Emacs snapshot, or else some other
configuration you have set.

Can you try moving all of your customisation files to one side (.emacs,
.emacs-custom etc) and loading just enough stuff in an lisp-interaction
buffer to try the call to planner-calendar-published-file-href again?

If that fails, how about if you downgrade to a released emacs and try
again (although I doubt very much if emacs is to blame).

Other than that, I can only suggest edebugging to see where the substitution
goes awry.
