I've just had a closer look at this problem, and I can't repeat what
you see!  I get the expected result (the top line in your image),
using the current git, compiled with `make devel; make'.  Attached is
the (bi-level) result of

  ftview -e unic 10 tahoma.ttf

(I have used tahoma version 3.14).

I can't repeat that either.  It looks OK for me.
