someone to present a case-study of their council running
Free Software, and making big savings (as a byproduct, on
top of all the other benefits of Free Software).

Is anyone on this list working for, or in touch with, such
a council? This type of seminar is run pretty regularly.

Sir Peter Gershon's review of public sector efficiency requires public
