The BBC opens up various of its internally developed software for public use.
They've built at least one Flash component and released it under the GPL:

  http://www.bbc.co.uk/opensource/projects/flash_tools/smx/
  http://mirror1.cvsdude.com/trac/bbc/smx

A set of interface components written in Macromedia Flash. Compatible
with Player versions 6, 7 and 8. The set allows rapid application
development and can be formatted using external style and content xml
  files.

They link to four websites that use these components:

http://news.bbc.co.uk/sport1/shared/spl/hi/videoguide/winterolympics/html/default.stm

http://news.bbc.co.uk/sport1/hi/football/teams/a/arsenal/squad_selector/default.stm
  http://news.bbc.co.uk/1/shared/vote2005/flash_map/html/map05.stm

http://news.bbc.co.uk/1/shared/spl/hi/americas/04/vote_usa/map/html/default.stm

I tried all four on a recent CVS build. None succeeds. They seem to
get hung up thinking they're still loading. The third one (vote2005)
shows a nice map of England, rolls up to 100% loading, then goes back
to 1% and starts flashing the whole graphic about once a second.

        John
