Doesn't that still leave the revision history slightly altered (there's a
base-o where there wasn't before)? And doesn't 'tla changelog' give different
output? (I haven't tried archive-cache yet, so I don't know)

I think it's possible to just 'mv' the category directory into a new archive,
and re-register it in the new archive. But there's no guarantee that this
will always work. It just happens to work at the moment.
