I have done the insane thing by starting this.

I have skipped step 1 (hope it wasn't important <grin>), and went
straight to step 2a.

I have split libarch into libarch-utils and libarch-cmds.
Some files still remain in libarch.

My theory is that it should be possible to move all files from
libarch/* to libarch-utils/* (and update references), and everything
should be "correct".

Is this the sort of thing Tom Lord wanted?

My branched archive is at

address@hidden/tla--libarch--1.2

Even though I have started this, I don't guarantee I will have time to
finish, but hopefully my efforts may provoke others...
