You may have incorrect metadata in your revlib. Incorrect file permissions on library revisions aren't currently detected by the corruption-detection routines. I had some spooky permissions problems a while back, and that turned out to be the cause.

But, it is kind of irrelevant that they don't.
The point is that I want to commit all the changes except the
metadata changes, no matter if I understand where they come from
or not.

Now maybe someone can conjure up a one- or two-liner to do this,
but wouldn't it be nice if I could do:

tla undo --metadata

What you can do is,
1 apply the changes
2 undo the changes
3 delete the permission changes from the undo changeset
4 redo the changes.

Did I say it was pretty?  Sorry, I lied.
