It's easy to call different plays the morning after the game; I don't
remember Europeans being so concerned about the US's moves to end the
cold war at the time.  Are you sure they're not more concerned about
discoveries of more irregularities in the UN embargoes and
oil-for-food programs?  The media, even in the US, has largely ignored
the reports about companies (Russian and Chinese[1], but I believe
also French and German) that sold embargoed goods to Iraq in the past
decade.  The oil-for-food program was apparently riddled with
corruption and bribery[2].  Once you understand that you might have an
idea why Americans are skeptical about the Europeans' assumed moral
high ground.

It is very easy for all sides to claim that they are or were acting
for some high purpose when politics and power are more significant
factors -- and no one can prove what the stronger motivation was.
