The "fix Cygwin so it handles long paths properly" discussion continued on the 
cygwin dev lists:

but appeared to stall on a combination of technical (worries about breaking 
existing code, possible gcc changes required) and legal/process (no copyright 
assignment from author) issues.

There was another brief sighting on gnu-arch-users: see 
http://lists.gnu.org/archive/html/gnu-arch-users/2003-12/msg00007.html (and 
follow-ups). But it isn't a particularly enlightening exchange...

Judging from Chris Faylor's reply in 
http://comments.gmane.org/gmane.os.cygwin.patches/2576 the change (or a 
re-write of it to avoid copyright issues) still hasn't made it to mainline 
cygwin as of March this year.

Perhaps Rob Collins can elaborate as to the current status?
