GNU Arch is currently unmaintained. GNU Arch 1.x is continued in
Bazaar 1.x, which is stable, and will continue in Bazaar 2.0 (aka bzr
aka Bazaar-NG), which is still being developed.

GNU Arch 2.0 has been abandonned before being really finished. It has
zero developers and probably not much more users. I strongly recommand
that you look at another alternative. You may start with Bazaar 1.x,
but if you do not have strong needs, you can also start with bzr,
which is already usable (it's self hosted since march).

Or you can look outside the GNU Arch/Bazaar familly (git, hg, ...).
