[GNU Crypto] moving keypair generators to their own package

hello all,

i'd like to move the keypair generator classes and codecs to their own 
sub-package (gnu.crypto.kpg) and thus separate gnu.crypto.sig from 
non-signature related classes.  i'd also like to add a new 
key-agreement sub-package (gnu.crypto.ka).

any objections?
