You suggested writing a "Request for endorsement"  (that's what the 
Parabola GNU/Linux people did). 

I wonder if there is any formal process, or like you said, who is responsible?
The last announced update is from September 2009, according to
http://www.fsf.org/news/free-distributions-updates-kongoni-trisquel.

Anyway, it's good to see that so many distros wanted to be on the list and
thus to follow the Guidelines for Free System Distributions. Clearly
being on the list is desirable.
