I can reproduce this by unpacking only the source tar-ball.
(Using cygwin, though I suspect other unix platforms may have
the same prob.).
Mans: Perhaps you didn't unpack them into the same directory
hierarchy?  Notice that all of the files should reside
in the same gnugo-3.1.10 directory after unpacking.

I haven't attempted to deduce just what the regression 
dependency is, however.
