I just found the solution: When I download the latest developer releaseit works. The download link is somehow hidden, you find it here

http://git.savannah.gnu.org/cgit/gpsd.git/snapshot/gpsd-master.tar.gz

The official release 3.15 seems to be broken for Raspbian.
