gpsd only emits TPV when the GPS sends it something.  Some GPS stop 
sending NMEA on loss of fix.  gpsd would need to add a timeout to
handle a situation like this.

To double check that, can you send a capture of the NMEA the GPS
sends before and after the outage?

I also have the AdaFruit Ultimate and I have not seen this behavior.  I
have done loss of signal tests.
