I'm sorry it took so long to get back to you.

The output from this python -c 'import sys; print(sys.executable)' is:
/use/bin/python

I reran scons, and captured the output.  I have attached the file.

I want to move beyond the guide I was using, and re-enable the GPS server functionality of gpsd, without losing the tight integration with ntpd.  Any suggestions on where to start (besides figuring out why python isn't building...)?

Ouch.  Depending on your use case, you may, or may not, want or
need gpscat, gpsprof and ubxtool.

Can you send me the output of the build?

I suspect this line is in there:

"Python command failed - disabling Python."

What happens when you run this code:

    # python -c 'import sys; print(sys.executable)'
    /usr/lib/python-exec/python2.7/python
