I figured it out. I have a squid configurd, and http_proxy pointing
to it. I had just tweaked squid yesterday to allow access methods for
SVN (which works through my proxy). Apparently bzr respects
http_proxy; after unsettting the variable it seems to work.
The error message is not too helpful; it would be nice to see the file
and the request that had trouble.
