I'd setup halevt to launch the pmount through xterm as you say,
something along
exec="xterm -e 'pmount $hal.block.device$'"
Not to be taken literally, but to be adapted to your precise use case.
In any case, I didn't really get what is your issue. Did you tried
something that didn't work, or didn't you have any clue on what to do
to begin with? If it is the first thing, please tell more. If it is
the second, my advice would be that you read a bit of documentation
first, like the halevt manual, maybe some things on xml, and also,
if you have trouble with that, maybe on shell quoting.
