Discussing this on IRC right now, I realise this could all be done
in shellcommands, but it's more elegant to have actions. Plus, the
Debian command suite is really suitable for actions, i.e. it has the
Cfagent Action Character (tm).
E.g:
apt-install:

postfix-tls
add=suggests,recommends
postgrey
suite=unstable
update-alternatives:

/usr/bin/editor -> /usr/bin/emacs
