Because many of  the flex variables are generated from outside the skeleton,
and do not exist across all scanners. The only 100% method would be to build
scanners using all possible combinations of %options, and all possible
"features", e.g., using REJECT in actions -- then run the resulting code
through tools like `cscope' or `nm'.
