yes. when i wrote the first gnucap-conf, autotools existed in the main
line -- and it was simplest to just use it. i don't seem to have time
for a rewrite, regardless of the number of lines.

for the most part, it should "work". i haven't tried for a while. from
what i remember, issues include (order of precendence):
- the build somehow depends on gnucap-conf, but maybe shouldn't.
apart from this, it compiles against gnucap (with a lot of unrelated
warnings that i am trying to get rid of).
- i am not sure about run time issues related to library paths. this
shouldn't be a big deal.
- the test suite does not properly work without gnucap-uf. if it did, it
would report lots of FAILs related to -uf changes and incomplete
hacks. these need to be adressed individually...
- the load_va command is based on experimental gnucap-uf load
hacks/experiments/additions. this command is not essential.
