[VCDImager] VCD Still Not Working

As I posted earlier today, I'm making a VCD from an mpeg file I
downloaded.  The menu works fine, but when I play the video, it runs
soundlessly for 1-2 seconds, then just stops as if I had paused it. 
This only happens on my DVD player - my software player on my PC plays
the video fine.

Here is the output of vcdimager when creating the bin/cue files:

The fact that 100% of the packets are unaligned seems like either a
cause or another symptom of the problem, but I don't really grok what
that means or certainly not how to fix it.

Also, here's the videocd.cue file produced, if it helps:
