[Kawa-commonlisp-dev] [PATCH] FLET function

In an attempt to keep the patches small, the following patch only
provides the FLET functionality, you can't actually use it.

I thought if this gets accepted, I'll send a primitives file, with its
associated make file changes which exposes FLET to CL, I'll attach
test cases with that too.
