convert-ly -s gives a similar (but not identical) answer:

2.5.13: \encoding: smart recode latin1..utf-8. Remove ly:point-and-click
...
I don't remember why the convert-ly rule wasn't introduced directly in 
2.5.6 but a few sub-versions later.
