Is this an purely added-value, extra nice to have, or does LilyPond
somehow depend on it?

I wrote it as an experiment and it has provided added value. It does detect changes that the regtest checker can't. However, I don't believe LilyPond depends on it.

What does this mean, the sources aren't available for download (in a git
archive) under a free software licence?

The checker itself is at https://github.com/PhilHolmes/. The web page generator isn't.
