Cygwin 1.7.27 prerelease

Please test the 1.7.27 prerelease for Cygwin/windows.  To install, run
setup.exe (http://cygwin.com/setup.exe), and enter the extra mirror url:

    http://lilypond.org/cygwin

Do not forget to press the 'Add' button.  Then, in the packages list,
lilypond 1.7.27 should show up.  Note that the web documentation is
incomplete, this should be fixed in the next release.

I don't expect LilyPond test releases to be available from the Cygwin
archive because, as you all know, Cygwin is currently using the
experimental/test: tag for the 1.5.0 ABI change.
