This looks strange! I noticed above that you have TeXLive installed
on your system. Could you check if you have any TeX related environment
variables set in your windows environment (start an ordinary command
prompt and run the command 'set' to see all your settings). Especially,
check if you already have TEXMF set.

If that variable or any other TeX related variable is set and you are
certain that you want to keep it set in Windows, you can edit the file
C:\cygwin\etc\profile and add lines like
unset TEXMF
at the top of the file.
