Cygwin, Lilypond 2.4.1, stepmake

Well, I just spent about 6 hours failing to compile half the
dependencies, getting some handled via the Cygwin installer, sometimes
digging up binaries, and fixing the remaining few (such as a makefile
that had a trailing / after a mv command that caused it not to work).

I complete ./configure -- successfully! -- and I think 'finally! I'm
ready to go!'

All the above files exist in their listed paths. I just installed
Cygwin *today*, so all packages from there are as recent as they can
be. I'm not good enough to take this one on, it's simply nonsensical.
