Yes, maybe.

English-only readers*) are deprived by a thread in a foreign language
just as much as an off list discussion.  I want to discourage both, as
I would like information to be shared, and support efforts to be
minimised as much as possible.

*) It is my belief that it is more common for non-English native
   speakers to learn foreign language.
