OK, then you need to run convert-ly before you can run lilypond.
Read section "Text Marks" in the LilyPond manual for information on how to place a segno over a bar line.

of how it appears in the file, it's hard to say what the particular
problem is here and if it's a bug in the NoteEdit output. Are you sure
that the LilyPond output from NoteEdit matches the version of LilyPond
you use? Otherwise, you may have to use convert-ly to upgrade the
syntax.
