You might get some use out of the \scaleDegree markup command found here: https://github.com/davidnalesnik/lilypond-roman-numeral-tool

It handles altered scale degrees, too.

The \rN command could be used to create note names in the diagram you posted.

 In case anybody tried this and got an error, there was a problem which I just fixed, so all is working again.
