Monty asks "how lout knows that a page is really a page, and that
the PostScript page header needs to be emitted."
This is answered somewhere in the expert's guide, I'm sure. But
anyway the concept of a galley includes the idea that it is made
up of components and can be broken between components. The
PostScript back end takes each component of non-zere height to
be one page.
The code is in z22.c, procedure Promote(), after the comment
"if promoting out of root galley, do special things".
