I think he meant the new reassembly code which isn't yet written ;-) i.e.
holding the input PBUF_POOLs until a packet is completely received and
passing a pbuf list of those packets to ip_input.

Which would result in "we don't need the configuration option" since we want
to be lightweight, not fast? I'll have a look at the code sizes...
