The difference is that at the time those files were added there wasn't
the policy of having an active maintainer for source as a requirement
for it to go in.  When I introduced that policy we moved anything that
didn't have a maintainer into that directory rather than throw it away
as that seemed less harsh.  That doesn't justify adding more stuff
without a maintainer though.  It does make me think that we should now
package the old ports up into a zip, put them on the download site, link
from the wiki and remove from contrib though.
