Rationale:

Better to keep bookmark file as a subset of HTML.

There is good reason to expect that the RDF effort will produce
some syntax that allows inlining of metadata like this in HTML
documents.

That, once it is defined, would probably become the
W3C-recommended way of introducing these attributes which are not
in the canon of HTML-defined attributes.
