It was non-clean MXE directory (mixed with other patches). I will
rebuilt it from scratch to verify.

It is built on server.

Package gtk2 depends on broken package pango.
Pango is broken for static targets: https://github.com/mxe/mxe/issues/804
For shared targets gtk2 is no-built:
