Ok, I took a deeper look in the source too guess what is happening.
I found that sources which offer queue ranks higher than
good_clients_rank are put in the "good sources queue" as they at least
good sources.
Sources which offer ranks below good_clients_rank are put in the queue
"Clients". I guess this is the "better" sources queue.
