It's not exactly what you're looking for, but the kmldonkey_submit tool
in the KMLDonkey package (http://www.gibreel.net/projects/kmldonkey/)
does that directly - ie. it works like the dllinks command, only as a
standalone command line tool, which also supports network protocols. Of
course, it does require KDE to compile, which might be a snag.
