Sure. But in such a case there is a cert *somewhere*. The user (or
rather monotone?) just decided not to fetch it. That itself confused
users often enough.

I'm questioning if there is a real user need for such free-floating
revisions. I'm suspecting it's just an implementation decision of monotone.
