That's not exactly correct.  It's really there to make the -fcc switch
to repl work.  But if you don't include a -fcc switch, it will take the
value of any Fcc: header and place it in your outgoing draft.

Like you, I think that's a terrible idea.  I think that was unintentional.
We should probably clear those pseudo-components out in replsbr.c so
that they always show up as blank if they aren't included on the command
line.
