I have searched my directory tree. I found that I have been used makeinfo.exe
in MiKTeX 2.9.
C:UsersTatsu>C:ProgramsMiKTeX_2.9miktexbinmakeinfo --version
makeinfo (GNU texinfo) 4.7

This is just information. At least this makeinfo works for me.
