Follow-up Comment #2, bug #39896 (project octave):
Mike's right, I souldn't have made oct-tex-symbols.cc and oct-tex-lexer.ll
dependent on Makefile. There's no way you can avoid reconstructing
oct-tex-lexer.ll as Makefile will always be recreated by configure. The
dependency should be on Makefile.am instead.
