Au contraire, touch.exe does (extremely) probably exist but it's in your
<OCTAVE_HOME>/bin directory. IOW in bin/ in the directory where you've
installed Octave.
AFAIK it's included in all MXE-built MinGW 3.8.0 binaries.

You could (in a Command window, cmd32.exe) do something like:

set PATH=%PATH%;/full/path/to/Octave/directory/bin

and then start Octave (from that same cmd32 window).
