Details:

1. When I am using the strel function, it doesn't work and gives th error as
error: 'strel' undefined near line....

I have the image package installed. I am using it on Raspberry Pi(Raspbian).

2. When I am using the strel function in 3.6.4 and 4.0.0 on my Windows 8, then
also it gives error. 

The following is the error when I use 3.6.4 on Win 8

'strel' undefined near line....

The following is the error when I use 4.0.0 on Win 8

error: could not find any INDEX file in directory
C:\Octave\Octave-4.0.0\share\octave\packages\image-2.4.0
