Follow-up Comment #13, bug #47094 (project octave):
Installed the software on another machine and the package loads perfectly.
I still do not understand what the issue is with my computer, but I am simply
using remote desktop for the time being.
I think it is safe to say this is not software related anymore, I am fine
closing this bug.
