Details:

It probally fails in older vesions as well however on centos 6.7, attempting
to create the mxe-octave windows binary, a failure occurs in building gnutls:


cd '/home/jade/mxe-octave/w32/tmp-gnutls/gnutls-3.3.15' && autoreconf -fi  -I
m4 -I gl/m4 -I src/libopts/m4
autopoint: *** The AM_GNU_GETTEXT_VERSION declaration in your configure.ac    
          file requires the infrastructure from gettext-0.18 but this version 
             is older. Please upgrade to gettext-0.18 or newer.
autopoint: *** Stop.
autoreconf: autopoint failed with exit status: 1
make[1]: *** [build-only-gnutls] Error 1
make[1]: Leaving directory `/home/jade/mxe-octave/w32'


This has been discussed on help [1] in the past.

The issue is that some distros have an older version of the gettext.

Adding a build-gettext target to create a gettext build tool fixes the issue
for me (attached)
