Follow-up Comment #5, bug #49834 (project octave):

You could try 

pkg install -verbose  -forge signal


which might provide more information,  however it looks like it is failing to
download the package

You manually download it, and run
pkg install signal-1.3.2.tar.gz

As part of the install, it should run make in the src directory and install
everything without manually untaring it and running make.
