Follow-up Comment #3, bug #53700 (project octave):
The library you installed is (I think) just a wrapper around the real ARPACK
library, not a reimplementation, so you should have both installed. The
package you really need is libarpack2-dev, the '++' is not needed and not used
by Octave.
