Bug tracking

Thanks to everyone for their comments.

Another constraint is that we have to have a place to run it, and
depending on how the mail<->web interface works, it may help to have
the bug tracking software running on the same system with the mailing
lists (or not, I have no idea how these things are implemented).

Also, I'd like to not be spending much (any?) time managing the
details of making the bug tracking system work.

I think I might be able to use Request Tracker on the systems at UW
where the mailing lists are currently hosted.  The Unix support people
there seem to already be using RT for their support request tracking
so it might be easy for them to set it up for us.  I'll ask.
