Octave 3.6.1 mingw for windows - updated

I have rebuilt and packaged an updated (20120303) mingw octave-3.6.1 + OF
packages for testing

For this build, I have used Tatsuro's updated OctaveLibs for 3.6.1
(http://www.tatsuromatsuoka.com/octave/Eng/Win/).

The package includes some alternatives (openblas as well as atlas based)
libblas.dll. The default is an openblas dll with up to 2 threads and
dynamic-architecture, which detects the cpu architecture upon initialization
and adapt itself. See readme files inside the 7z package for more
information and alternatives.

The updated build is now much more stable with fltk graphics specially for
an older core-duo pentium cpus.
